At 22 degrees your baby should sleep with a blanket and be wearing a jacket or no blankets and wore a vest and a sleepsuit.
You'll need a sheet to cover the mattress to protect it from vomit etc. As for coverage, you can use one of the baby lightly cover or fall back if the baby is too hot.
I used a cell without a cover sheet on my son and that was warm enough for him. Bearing in mind that a baby will toggle as well. The cellular blankets let air through which keeps baby at a uniform temperature.
